This is a classic because it’s such a crossroads of a lot of currents that were building in music at the time. The pop structures and singing made it accessible to people who didn’t want to deal with 8 minute ambient tracks or scorching, droning drum n bass. It combines a lot of production values from both of those schools, as well as more polished rock and pop tropes and the emerging trends in industrial and trip hop.
There’s never any question that it’s a dance record, with the heavy house-style bass ostinato running under the whole thing.
It’s a fun, decadent good-times record with an ominous edge, which is basically the most 1994 thing imaginable.
Also I’d forgotten (or never knew) that they had a song called Spoonman on this record, out just shortly before Soundgarden’s much better-known Spoonman
